If your property is using Dominion Energy, you could be eligible for an upfront incentive of 50% of the total cost of installation!
- Customers are eligible for a 50% upfront incentive on the EVSI.
- Customers pay a monthly fee equal to 1.2% of the remaining installed cost of the EVSI.
- If Dominion Energy provides the EVSE, customers also pay a monthly fee equal to 1.3% of the installed cost of the EVSE.

Through the Dominion Energy Level 2 Charging Program, eligible customers can access a turn-key installation of Level 2 EV charging infrastructure—plus financial incentives, flexible payment options, and ongoing support.

Blue Whale EV works with Dominion Energy as a primary installation partner for EV charging initiatives in Virginia. The partnership connects eligible customers with site assessment, design, permitting, equipment selection, installation, commissioning, and ongoing support.
Blue Whale EV coordinates program requirements with the property owner and Dominion Energy. This helps each project address eligibility, safe installation, construction planning, and long-term operation.

Eligibility
To participate, you must:
- Be a Dominion Energy commercial or industrial customer in Virginia
- Be authorized to approve EV charging installations
- Install a minimum of two qualifying charging stations
- Execute a Customer Contract for Level 2 Charging Service
- Have a site ready for installation
How the Program Works
- Apply– Review program information and submit an interest form.
- Introduction Call – The Dominion team will have a preliminary call with the customer to introduce the program details and learn about the project goals.
- Site Review– Dominion and Blue Whale EV will perform a desktop review and site visit.
- Proposal & Contract– Approve your customized plan and return signed agreements.
- Site Prep– Ensure the site is ready (permits, easements, private utility markings).
- Installation– Blue Whale EV installs your charging infrastructure.
- Start Charging– Begin offering charging to employees, customers, or residents.

Not for public, workplace, or multi-family use—only for fleet customers.
What charging stations are available?
Dominion’s current list includes ChargePoint and Tesla Level 2 chargers.
